The Pennsylvania Department of Environmental Protection granted Shell an air permit for the company’s proposed ethane cracker in Beaver County. Shell officials said the permit would allow the company to proceed with some preliminary site development work. Shell last week closed on the purchase of 1,000 acres of property at the former site of a zinc smelter. Shell has yet to make a final decision on the project.
