Bloomberg on Thursday reported the Obama Administration is expected to release new power plant emission reduction rules that would reach beyond the plants themselves. Citing sources familiar with the matter, Bloomberg said the administration is seeking to cut emissions by as much as 25% by requiring plant owners to adopt more renewable energy, improve grid efficiency and encourage customers to conserve. Some in the administration, however, believe such a law would overstep the authority granted by the Clean Air Act.
The White House has not set a baseline year for the reductions, nor has it made a final decision on whether or not to propose the rules. Sources say a 25% reduction would be mandated in two phases between 2019 and 2029.
