Managers and supervisors are responsible for keeping HSE at the forefront of how employees perform their jobs. Evergreen believes an effective safety excellence management system is good business and the company is committed to continuous improvements. The leaders of Evergreen are committed to HSE excellence by administering the elements of the OSHA VPP, which promote employee ownership and meaningful involvement in the HSE process. Evergreen continuously evaluates the HSE aspects of its products and services.
Evergreen’s management commitment, employee involvement
- Strategic planning, goals and objectives — Each business unit of Evergreen must have a documented strategic plan, goal and objective for HSE. The strategic plan will include both a five-year plan and annual goals that will be developed and measured. The goals will address continuous improvement opportunities, as well as identify gaps in efforts associated with environmental and personnel, occupational health and sustainable development. Employees will set annual goals that will specify actions to promote a strong culture and achieve performance targets.
- Structure and responsibility line accountability — An organizational structure of HSE roles, responsibility and accountability is documented and communicated, including site-level employee participation. Evergreen’s management will provide the resources and structure.
- Programs and procedures — Programs and procedures are established and maintained to manage risks and comply with legal requirements and standards of operation. Evergreen will develop a program that will include compulsory procedures as well as others deemed necessary to it. Evergreen will provide a procedure to identify and mitigate risk for each item.
Evergreen’s worksite analysis
- Risk assessment — All activities performed will include either a formal risk assessment or informal job hazard analysis. Assessed risks must be communicated to and addressed by specified levels of Evergreen’s supervision and management. Formal risk assessments must be documented, implemented and maintained.
- Routine self inspections — Each business unit of Evergreen undergoes a comprehensive compliance audit that assesses the adequacy and effectiveness of HSE controls and compliance with legal requirements and standards of operation.
Audit programs are documented and given a numerical grade, which is used in the manager’s performance review. Results are communicated to management and corrective actions are assigned with a specific timeline for completion. Each division is required to conduct a job hazard audit and a job safety analysis audit.
- Nonconformance investigation and corrective action — To ensure the proper handling of nonconformance events, near misses and incidents, Evergreen will closely adhere to a written process that specifies how such events will be reported, investigated and tracked. Investigations will be conducted in a timely manner and must focus on determining all causes, including the root cause, and identifying management system deficiencies. Corrective actions and systemic causes must be addressed immediately. Investigations that reveal worthy lessons will be shared with other business units of Evergreen.
- Hazard reporting system — Evergreen employees are trained in hazard identification and are encouraged and empowered to report any identified hazards to supervision.
- Operation and equipment integrity — To minimize HSE risks associated with operations and equipment failure, Evergreen will develop programs and procedures to ensure assets are properly designed, fabricated, installed, operated and maintained. Asset integrity programs include quality assurance/quality control and defined inspection and maintenance intervals for critical process equipment. In addition, Evergreen will implement programs to ensure safe operating procedures, assess and manage risk due to asset and operating deviations, and utilize variance procedure.
- Emergency preparedness — Each facility will have a written emergency response plan. The plan will include a process for identifying potential emergency situations and planning for mitigation and control. Employees will be trained according to their responsibilities and assignments. Drills will be conducted periodically and critiqued. The emergency response plans and documents will be reviewed at the corporate level annually. Evergreen will maintain a crisis management plan with personnel in place to provide prompt and effective support to supplement actions taken at the emergency site. Evergreen will also utilize regional response teams to support businesses during major emergencies.
Evergreen’s training
Each division of Evergreen will implement a program to ensure employees have the skills, training and competency to perform duties in a safe, environmentally and socially responsible manner. This training includes HSE policy and compliance, operations, mechanical and technical skills, emergency preparedness and response, and mandated certifications. To manage changing requirements, Evergreen will develop a training analysis and matrix for the organization. In addition, a short service worker program will be created that establishes minimum requirements for improving safety for new-to-site workers by formalizing the on-the-job evaluation process. This process uses the safety competency assessment matrix, which is based on safety, craft knowledge, co-operation and teamwork.
