A California judge has lifted an injunction on Chevron’s proposed Richmond refinery modernization project, clearing the way for work to begin next year, the San Jose Mercury News reports. The project has been delayed by legal action from environmental groups for nearly 10 years. During that time, Chevron has modified its plans and made environmental concessions to win approval for the project.
Chevron received a permit from the Bay Area Air Quality Management District in February based on its modified plans. A company spokeswoman said Chevron would move forward with the EPC process, which will take another year.
The project will entail safety upgrades to piping systems and a new hydrogen plant that can process high-sulfur oil.
