Bloomberg reported yesterday that Valero filed for a permit to double the amount of crude it can handle at the rail facility it is planning to build at its St. Charles, La., refinery. Also included in the permit application is a request to revise an expansion project to include a catalytic naphtha hydrotreater. Valero has requested that the state of Louisiana expedite the permits, asking that they be issued by Feb. 28. Company spokesman Bill Day told Bloomberg in an e-mail the application was submitted in anticipation of “possible future projects” that have yet to be approved or budgeted for. The expansion project Valero is now seeking to revise has been in the works since 2007, when it was first approved. Valero told investors last month it would perform a pair of 15-mbpd hydrocracker expansions at St. Charles in 2018.
