Lawmakers in Washington state are debating a bill that would reduce a fuel tax exemption that benefits refiners. House Bill 2465 would narrow the state’s extracted fuel tax exemption in order to provide more funding for the state’s education trust account. Interestingly, the bill does not apply to the use of biomass. The law would apply to refinery fuel gas used on or after July 1 if passed as currently written. There are five petroleum refineries operating in the state, owned by Tesoro, Shell, BP, Phillips 66 and U.S. Oil and Refining. Imperium Renewables operates a biofuels refinery in Anacortes.
