Local planning officials have approved Chevron’s long-delayed $1 billion plan to upgrade its refinery in Richmond, Calif. The $1 billion project — which would allow the refinery to process crudes with higher sulfur content, among other upgrades — now awaits the blessing of the Richmond City Council. The council will hold hearings next week, according to the San Francisco Gate.
Chevron has been trying to move its Richmond modernization plan forward for nearly 10 years, but has been stymied by environmental opposition from some local residents and officials. The Richmond refinery was the site of a major process unit fire in 2012.
